Please can you actively catch these people by either moving the bins to another location I.e into the middle of the estate where the clothes are, put up cctv to catch the culprits. I can smell a dead mouse underneath my kitchen units, I have reported this to my landlord (Sanctuary Housing) they have instructed me to contact the council as they do not handle dead animals.
